いつもプライドハウス東京の活動に多大なるご支援をいただきまして誠にありがとうございます。

東京2020オリンピック・パラリンピック競技大会を契機に2018年にプロジェクトとして発足したプライドハウス東京は、非営利団体、専門家、企業、大使館とコンソーシアムを形成し、様々な方々と協働しながら、コレクティブインパクトでLGBTQ+当事者が安心・安全に暮らすことができる社会にすること、東京2020大会終了後に大型の常設LGBTQ+センター「プライドハウス東京レガシー」を設立し、持続可能にしていくことを目指して活動してきました。

LGBTQ+当事者を守るための法整備の遅れが指摘され、個人の寄付文化が醸成されていないと言われている日本社会において、私たちの活動を支える資源は十分ではありません。私たちの活動に賛同いただける企業や大使館の皆さんと協働して、ともにLGBTQ+の人たちを含む全ての人たちが安全、安心に暮らせる社会を目指しているのが現状です。

イスラエル大使館からは2019年に当時の公使からの申し出によって後援をいただきました。この後援は名義後援であり、資金的なご支援をいただいたことはこれまでありません。また、2019ラグビーワールドカップ開幕の際に原宿でオープンした「プライドハウス東京2019」では、国外の来館者のために様々な言語の性の多様性に関する絵本をご紹介していました。その際に賛同してくださっていた全ての駐日大使館、駐日欧州連合代表部の皆さまに絵本のご提供をご依頼し、イスラエル大使館を含む複数の大使館から性の多様性に関する絵本をご提供いただきました。それ以降、イスラエル大使館とのコミュニケーションは特段なく後援も継続状態でありました。そして、2024年1月31日をもって新たなコンソーシアムに向けた準備とともにイスラエル大使館からの後援は終了し、2024年4月1日以降はコンソーシアム構成メンバーが代わり、駐日大使館、駐日欧州連合代表部を含まない形となりました。

当時、東京2020大会開催という機会を逃さず、国外の皆さんの力も集約させ、LGBTQ+当事者が安心・安全に生きることができる日本社会にしていきたいと考える一方で、限られた人的、時間的リソースの中で議論を尽くした意思決定をするのが困難な状況でした。その意思決定が私たちの目的とはかけ離れた意図を含んでしまうことを、組織全体で丁寧に議論する時間をこれまで持つことができませんでした。

国内外の研究や調査でも問題視されているように、イスラエルがパレスチナへの人権侵害とイスラエルがLGBTQ+フレンドリーであるという発信に連結性をもたせ、LGBTQ+の人権を他の人権侵害を覆い隠すために利用してきたことは、非常に遺憾で、残念でならず、結果私たちがそれに加担してしまったことを反省しています。

今後は、私たちが私たちの意思決定にきちんと説明責任が果たせるように、多角的に物事を捉えながら、専門的な立場の方々と協働して、日々の運営・活動を行ってまいりたいと思います。

Regarding the relationship between Pride House Tokyo and the Embassy of Israel

Thank you very much for your continued support for Pride House Tokyo’s activities.

Pride House Tokyo, which was launched as a project in 2018 leading up to the Tokyo 2020 Olympic and Paralympic Games, formed a consortium of non-profit organizations, experts, companies, and diplomatic missions in Japan, and works with a variety of people to create a collective impact. We have been aiming to create a society LGBTQ+ people can live safely and securely, establishing a large-scale permanent LGBTQ+ center “Pride House Tokyo Legacy” after the Tokyo 2020 Games, and working towards its sustainable long-term operations.

It is pointed out that legal protections for LGBTQ+ people are lagging behind, and it is said that in Japanese society, a culture of making charitable donations has not been fostered, and as such, the resources to support our activities are insufficient.  At the present, we aim to create a society where all people, including LGBTQ+ people, can live safely and securely through working together with companies, and diplomatic missions in Japan, who support our activities.

We received support from the Embassy of Israel in Japan in 2019 at the request of the Minister at the time. This was a nominal sponsorship from which we have never received any financial support. In addition, “Pride House Tokyo 2019,” which opened in Harajuku on the occasion of the opening of the 2019 Rugby World Cup, introduced picture books about gender and sexual diversity in various languages for overseas visitors. We requested picture books from all our supporting diplomatic missions in Japan, and received picture books from multiple diplomatic missions, including the Israeli Embassy. Since then, despite there being no particular communication with the Israeli Embassy, their nominal sponsorship has continued. However, as of January 31, 2024, sponsorship from the Israeli Embassy ended as preparations for our new consortium structure began. As of April 1, 2024, the structure of our consortium has changed, no longer including diplomatic missions in Japan.

At that time, we wanted to seize the opportunity of hosting the Tokyo 2020 Games and consolidate the strength of people overseas to improve Japanese society to become a place where LGBTQ+ people can live safely and securely.  At the same time, we had limited time and human resources; therefore, regretfully so, we experienced difficulties in making decisionsbased on thorough discussion. Up until now, we have not had the time to carefully discuss the fact that our decisions included meanings that diverged from our objectives.

As pointed out in local and international research, Israel’s human rights violations towards Palestine and Israel’s promotion of itself as LGBTQ+ friendly are connected. It is extremely unfortunate that LGBTQ+ human rights have been used to overshadow human rights violations, and we regret that as a result, we have been complicit in this structure.

Moving forward, we aim to fulfill our duty of accountability by thoroughly explaining our decision-making process. We intend to collaborate with experts from various fields, while taking a multifaceted approach to understanding issues, as we continue our daily operations and activities.
