森喜朗会長の発言を受けての今後の対応に関する公開質問状

　各種メディアにて、公益財団法人東京オリンピック・パラリンピック競技大会組織委員会（以降、東京2020組織委員会）の会長・森喜朗氏が、2021年2月3日に開催された公益財団法人日本オリンピック委員会の臨時評議員会において、「女性がたくさん入っている会議は時間がかかる」等の発言をし、翌日の2月4日の記者会見で「不適切な表現であった」と認め、発言について謝罪、撤回したことが報じられました。会議参加者は、その発言を黙認したとも言われています。

プライドハウス東京コンソーシアムでは、2018年から、日本におけるLGBTQをはじめとしたセクシュアル・マイノリティに関する理解をひろげる活動、および、性別・性的指向・性自認等を問わず全ての人が安心して過ごせる環境づくりに向けた活動を、NPO・専門家・企業・大使館など、領域をこえた協働を通して進めてきました。2020年10月11日に新宿区にオープンした常設の総合LGBTQセンター「プライドハウス東京レガシー」は、東京2020大会の大会ビジョンのひとつ「多様性と調和」に共鳴し、「公認プログラム」に応募、認証された取り組みでもあります。

今回の森氏の発言および会議参加者の対応については、性に関する差別がスポーツ界において未だ根強く残っていることを示唆するものであり、オリンピック憲章「オリンピズムの根本原則6」に反する不適切な行動であると考えます。プライドハウス東京コンソーシアムは、非常に残念なこととして受け止めています。

今年夏に延期された東京2020大会において、もしくは、「公認プログラム」を含む今後の各種関連企画において、１）このような性別および性的指向、性自認等に関する差別的な発言や行動が起こらないためにどのような方針を立てられているか、２）実際に起こってしまった際に具体的にどのように対応される計画なのか、について、ご提示をいただけますと幸いです。どうぞ、よろしくお願い申し上げます。

Re: Open letter of inquiry requesting future action in response to President Yoshiro Mori’s comments

   As you are aware, various media outlets have reported that Mr. Yoshiro Mori,Chairperson of the Tokyo Organizing Committee for the Olympic Games andParalympic Games (henceforth Tokyo 2020 Organizing Committee), made comments at an extraordinary meeting of the Board of Trustees of the Japanese Olympic Committee held on February 3, 2021, stating that “Meetings with many women in them take a lot of time”. At a press conference held the next day, February 4, he admitted that his comments were “inappropriate,” and apologized and retracted them. It is also reported that in these meetings participants also tacitly approved his remarks.

Since 2018, the Pride House Tokyo Consortium has been advocating for a better understanding of LGBTQ and other sexual minorities in Japan, and working to create an environment where all people can feel safe regardless of gender, sexual orientation, or gender identity. Pride House Tokyo Legacy, a permanent and comprehensive LGBTQ center that we have opened in Shinjuku on October 11, 2020, is an initiative that works to resonate with one of the visions of the Tokyo 2020 Games, “Diversity and Harmony,” and was certified as part of the official program.

We believe that Mr. Mori’s remarks and the responses of the conference participants were strong indications that gender discrimination still persists in the world of sports,and the inappropriate use of those words violated the Olympic spirit and the Olympic Charter’s Fundamental Principle 6. The Pride House Tokyo Consortium considers this to be a very regrettable situation that needs to be rectified.

At the Tokyo 2020 Games, which have been postponed until the summer of this year, or when involved in future related projects including the “official program”, we would like to ask: 1) that it be made clear what policies are in place to prevent similar discriminatory comments and actions regarding gender, sexual orientation, gender identity, etc. from occurring again in the future, and 2) what specific measures will be taken when and if they do occur once more.
