グローバルメディア「Insider」をはじめとする一部のメディアにて報道されていますが(https://www.insider.com/olympics-tokyo-2021-tiktok-lgbt-gay-grindr-photos-endangering-athletes-2021-7)、東京のオリンピック選手村に滞在する何名かのアスリートの性的指向に関連する可能性のある情報を、本人の許可を得ずにSNS上にて暴露する「アウティング行為」が発生しました。同メディアによると、SNS上にて本人であることが識別可能な情報とともに、性的マイノリティであるかもしれないことを示唆する動画が投稿され、多くシェアされたとのことです。なお、2021年8月1日時点で、当該ポストは削除されています。

誰かの性的指向、性自認、ジェンダーヒストリー、HIVのステイタスなどを本人の許可を得ずに暴露することをアウティングと呼び、人格権やプライバシー権を著しく侵害する許されない行為として、日本国内においてもハランスメントの一つであると認知されています。さらに、The International Lesibian, Gay, Bisexual, Trans and Intersex Association（ILGA World）によると、東京2020競技大会に参加する国・地域などのうち、約70カ国は性的マイノリティであることが起因して有罪とされる可能性があり、中には死刑を課す国も存在しており、アウティングはアスリートの命にも関わる極めて危険な行為です。このような出来事が二度と起こらないために、アウティングを行わない、そのような情報を見ても拡散をしないことが広く認知され、守られなければなりません。

 International Olympic Committee（IOC：国際オリンピック委員会）は、スポーツの場を暴力や人権被害のない安全な場所にするために、2016年からセーフガーディングオフィサーを中心に、スポーツ現場における暴力や人権被害に対する取り組みに重点をおいています。2016年に改訂された「The IOC Consensus Statement: harassment and abuse (non-accidental violence) in sport」には、LGBTQ+アスリートは暴力・人権被害に遭うリスクの高いグループであると明記されています。

プライドハウス東京では、IOCおよびセーフガーディングオフィサーと連絡を取り、現在、再発防止に向けたアクションを要請しています。進捗があり次第、改めてご報告いたします。あわせて、SNS上にて、アウティング行為の危険性を周知するためのハッシュタグ・キャンペーンも計画しています。

東京2020大会では、「多様性と調和」を大会ビジョンのテーマのひとつとして掲げており、本日（8月1日）時点で、LGBTQ+であることを公表しているアスリートは178名に上ります。アスリートおよび関係者が、日本に滞在する間も、日本を離れてどこにいたとしても安心安全に過ごすことができるように、IOCや東京2020組織委員会はもちろん、日本社会の全ての方々において、環境整備とその周知徹底がなされることを望みます。

Urgent Statement on the Outing of the Sexual Orientation and Gender Identity of Athletes Participating in the Tokyo 2020 Olympic and Paralympic Games

 

According to the global news publication “Insider” and other media, a few athletes staying at the Tokyo Olympic village were reported to have been ‘outed’(*1) on social media, and have had their personal information including their presumed sexual orientation made public without their consent. According to Insider, videos identifying these athletes and information implying they were LGBTQ+  were posted, and widely spread and viewed on social media. As of August 1, 2021, those posts are believed to have been deleted.

Outing is the act of revealing personal information such as sexual orientation, gender identity, gender history, and/or HIV status without that person’s consent. It is an unconscionable act that significantly violates their privacy and personality rights. In Japan, outing is recognized as a form of harassment. Moreover, according to the International Lesbian, Gay,  Bisexual, Trans and Intersex Association (ILGA) World, among the countries and regions participating in the Tokyo 2020 Games, approximately 70 countries criminalize and punish sexual and gender minorities, with some even going as far as imposing the death penalty. Outing can thus be an extremely dangerous act that can cost people’s lives. We must not post or share content that could potentially out someone and must inform the society of the danger of outing.

The International Olympic Committee (IOC) – led by its Safeguarding Officer – has been focusing on violence and human rights violations prevention efforts in the field of sports since 2016 in order to make the sporting arena a safer place. Furthermore, as specified in the  “IOC consensus statement: harassment and abuse (non-accidental violence) in sport,” revised in 2016, the IOC recognizes that LGBTQ+ athletes are at high risk of being victims of violence and human rights violations.

Pride House Tokyo is in contact with the IOC and their Safeguarding Officer and is currently requesting action to prevent future outing of LGBTQ+ athletes. We will be releasing updates as soon as we hear of any progress. We are also launching a hashtag campaign on social media to raise awareness about the dangers of outing.

As of August 1, 2021, at least 178 openly LGBTQ+ athletes are participating in the Tokyo 2020 Games, and under the Olympic and Paralympic motto of “Unity in Diversity.” We urge the IOC, the Tokyo 2020 Organizing Committee, and all the stakeholders in our society to take action and raise awareness to ensure that all athletes and supporting staff are in a safe and secure environment while they are in Japan, and wherever they may be once they leave Japan.
