(本質問状は、2022年7月8日午後公開に向け、準備をしていたものです。)

2022年6月13日に開催された「神道政治連盟国会議員懇談会」にて、LGBTQ+等の性的マイノリティの人たちに対する差別的な記述にあふれた冊子が、参加している国会議員に配布されたという報道がありました。それによると、同性愛は「精神の障害」「依存症」であり、「回復治療の効果が期待できる」など、LGBTQ+に関する多数の事実誤認による非科学的で人権を侵害する内容であることが判明しました。個人の尊厳を傷つける内容に、その報道に触れたLGBTQ+の人々やご家族・知人・支援者の皆さんの憤りや怒り、そして悲しみの声が上がっています。

プライドハウス東京コンソーシアムは、配布された冊子の内容に強く抗議すると共に、怒りや悲しみに包まれている皆さまと連帯することを表明します。

プライドハウス東京コンソーシアムでは、LGBTQ+等の性的マイノリティの人たちに関する理解を進める活動、および、性自認・性的指向・性別表現を問わず、すべての人が安心して過ごせる環境づくりに向けた活動に取り組んできました。

今回の冊子配布について、プライドハウス東京コンソーシアムは、極めて残念なこととして受け止めており、間違った情報に基づいた政策議論がなされないよう強く要望するものです。

その上で、以下、質問です。
(1)当該冊子が「神道政治連盟国会議員懇談会」の会合で配布された経緯はどのようなものだったのか。
(2)自由民主党本部としては、当該冊子の内容について、どのように考えているのか。
(3)他団体等からも本件に関する質問や抗議が寄せられていますが、今後、同様のことが発生した場合に、どのように対応する方針でいるのか。

上記の質問について、ご回答をいただけますと幸いです。

また、自由民主党本部に所属する議員、職員の方々において、LGBTQ+等の性的マイノリティに関する学びや対話の場が必要であれば、ぜひご協力できればと考えております。どうぞ、よろしくお願い申し上げます。

Re: Open letter of inquiry regarding the distribution of a booklet at a meeting of the Shinto Seiji Renmei where the Liberal Democratic Party members were present1

It has been reported in the media that a booklet filled with oppressive statements against LGBTQ+ individuals was distributed to the current members of the Diet present at a meeting of the Shinto Seiji Renmei (Shinto Association of Spiritual Leadership) held on June 13, 2022.
According to media reports, the content of the booklet was found to be unscientific and
infringing on the human rights of LGBTQ+ individuals, claiming that same-gender-loving is a “mental disorder” and a form of “addiction;” therefore, is “expected to recover through treatment.” These claims offend human dignity, and many LGBTQ+ people and their families, friends, and allies exposed to the news coverage have expressed a deep sense of anger, rage, and sadness.

We, the Pride House Tokyo Consortium, strongly protest against the content of the booklet and express that we are in solidarity with everyone who is outraged and saddened because of them.

We have been working to promote understanding of LGBTQ+ issues and to create a safer environment for all people regardless of their gender identity, sexual orientation, romantic orientation, or gender expression. Therefore, we take the distribution of the booklet as extremely unfortunate and strongly request that policy discussion not be based on incorrect information.

Given this, we would like to ask the following questions:
1) What were the intentions, purposes, and background for distributing this particular
booklet at the meeting of the Shinto Seiji Renmei?
2) What is the Liberal Democratic Party headquarters’ position on the content of the
booklet?; and
3) We are aware that there are many other people and groups that have sent you questions and statements. In the future, if you recieve criticism of similar or other discriminatory incidents, how do you plan to respond?

We would appreciate your response to our questions.

In addition, if there is a need for an opportunity to learn and have dialogue about issues related to LGBTQ+ and other sexual/romantic/gender minorities among the members and staff of the Liberal Democratic Party headquarters, we would be more than happy to collaborate with you.
